DESIGN, SUPPLY AND INSTALLATION OF SIX WEIGH-IN-MOTION SITES ON ARTERIAL ROADS AROUNDKYIV AND BACK OFFICE SYSTEM (WEIGH-IN-MOTION (WIM) PILOT SYSTEM PROJECT)


 

The State Road Agencyof Ukraine (hereinafter "the Employer") intends to utilize a portion of loan from the World Bank (hereinafter "the Bank") under theRoad Sector Development Project (RSDP) for Design, Supply and Installation of Six Weigh-in-Motion Sites on Arterial Roads aroundKyiv and Back Office System (Weigh-in-Motion (WIM ) Pilot System Project).

 

The Employer invitessealed bids from eligible bidders forabovementioned bid.

Operational SupportServices by employing 1 qualified staff full time in the WIM Back Office: 18 months during the Defect Liability period.

Communications costs between the WIM Sites and the WIM Back Office: 18 months during the Defect Liabilityperiod.

Payment for electricity usage at WIM Back-office andeach WIM locationincluding all electricity consumption by the WIM equipment and associated cabinets including heating: 18 months during the Defect Liabilityperiod.

In order to pass qualification for the award, the Bidder must meet minimal qualification criteria specified in Section III? Evaluation and Qualification Criteria of the Bidding Documents, including:

 

1.Eligibility Criteria:

a)No conflicts of interests;

b)Not having been declared ineligible by the Bank;

c)Government-owned entity should adhere to the following requirements: (i) be legally and financially autonomous, (ii) operate under commercial law and, (iii)not be an agency dependant of the Employeror the Borrower;

d)Not having been excluded by an act of compliancewith UN Security Council resolution.

 

2.Non-performance of a contract and/or dispute resolution against the Bidder or a member of JV will result in disqualification of Bidproposal.

 

3.The Bidder as a prime contractor should also demonstrate minimum average annual construction turnover of USD 10 million (calculated as totalcertified payments received for contracts in progress and/or completed) within the last 5 years(2013-2017).

 

4.The Bidder should demonstrate it has access to,or has available liquid assets, unencumbered real assets, lines of credit,and other financial means sufficient to meet theconstruction cash flow requirements estimated as USD 1,6 million for the purposesof the subject contract(s) and that it has adequate sources of finance to meet the cash flow requirementson contracts currently in progress andfor future contract commitments. The audited balancesheets for the last 5 years (2013-2017) shall be submitted and must demonstrate the current soundnessofthe Bidder's financial position and indicate its prospectivelong-term profitability. Ifso required, the Employer reserves the right for the banks' clarification.

 

5. The Bidder shoulddemonstrateexperience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five [5] yearsprior to the applications submission deadline, starting 1st of January, 2013. 

 

6. The Bidder should demonstrate participation as contractor, management contractor, or subcontractor, in:

1) for the supply and installation of WIM equipment:

(a)at least two (2) contracts within the last seven(7) years [2011-2017] each with a value of at least two million three hundred US dollars (US$ 2,300,000);

or

(b)at least one (1) contract within the last seven (7)years [2011-2017] each with a value of at least four million six hundred US dollars (US$ 4,600,000);

2)for the road construction works and installation of supporting structures (gantries):

(a)at least two(2) contracts within the last seven (7) years [2011-2017] each with avalue of at least one million US Dollars(US$1,000,000)

or

(b)at least one(1) contract within the last seven (7) years [2011-2017] each with a value of at least each with a value of at leasttwo million US Dollars(US$2,000,000)

that have been successfully and substantiallycompleted and that are similar to the proposed Plant and Installation Services.

 

7.The Bidder should demonstrate a minimum experience in the following key activities during any twelve (12) consecutive months within the last 5 years (2013-2017) as follows:

·     Supply and installation of equipment and software for at least five (5) WIM sites;

·     Supply and installation of at least one (1) WIM back-office equipment and software;

·     Pavement construction works in the volume of at least fifty thousand (50,000) square meters;

·     Constriction works for erection of at least five (5) supporting structures of road infrastructure or other transportinfrastructure facilities;

·     Design documentation for at least one (1) transport infrastructure facility.

The absence of BidSecurity will result in disqualification of Bid Proposal.
