The Government of South Sudan (GoSS) has received financing from the World Bank towards the cost of the implementation of Productive Safety Net for Socioeconomic Opportunities (SNSOP). Based on, MAFS is seeking to use a portion of the proceed of the funds to finance the position of the Senior Procurement Specialist
The overall objective of the position is to provide overall procurement management assurance, technical guidance and execute capacity building program for the procurement staff of the MAFS and MGCSW. As part of strengthening the procurement capacity of the Ministries, the Specialist is expected to be a central resource in training MAFS and MGCSW procurement units and plays advisory role in project activities.
Responsibilities: The Consultant shall support the Ministry of Agriculture and Food Security (MAFS) and to achieve the above-stated objective; and in so doing, shall carry out all necessary tasks, including but not necessarily limited to procurement management and procurement capacity building support to the Ministry of Agriculture and Food Security (MAFS) and adhering to the general procedures and guidelines of the World Bank (WB) in order to ensure quality output of program interventions and all other tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; (ii) their employment will not create Conflict of interest.
Duration: The assignment will be for a period of twelve (12) months with a possibility of extension subject to satisfactory performance.
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualification, experience and skills should include: Bachelor’s degree with a major in relevant discipline (e.g. procurement, accounting, finance, economics, engineering, law or business or related fields from a recognized University); master’s degree with a major in relevant discipline (e.g. procurement, accounting, finance, economics, engineering, law or business or related fields from a recognized University); Professional Accreditation qualification such as in CIPS or similar institutions will be added advantage; A minimum of at least 10 years of direct relevant procurement experience including broad expertise in the management of procurement in the public sector and implementing procurement activities with donors’ funded projects; At least 8 years of experience in implementing procurement actions according to international organizations guidelines/Regulations such as the World Bank, African Development Bank, Asian Development Bank etc. for procurement of goods, services, and works; Experience working in at least three (3) countries of which at least one (1) should be similar working environment like that of South Sudan; Familiarity with World Bank procurement guidelines and procedures.
The MAFS now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail at the address given below).
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 for selection of individual consultant.
